Much of John’s work over the year has involved planning and organizational development. Many projects last a year or more. Others, like day-long or weekend retreats, are shorter. Selected examples include:

NCAR Advisory Council:

For a number of years Osprey facilitated the meetings of the Advisory Council of the National Center for Atmospheric Research. Composed of prominent scientists, scholars and leaders from academia and the private sector, the Council met twice annually to help NCAR increase its relevance to society and remain on the cutting edge of scientific enquiry.

28th Street Arts Plan:

Facilitated a task force that developed the Arts Plan for 28th Street in Boulder, Colorado. This Arts Plan, the first in the City’s history, complements the pioneering work done on transportation issues by the 28th Street Design Committee. It establishes the process by which public art will be designed and installed in the four-mile corridor. The first public art has already been installed.

Privatization of Environmental Cleanup, Lowry Air Force Base:

Designed and facilitated a multi-year series of Stakeholder Advisory Group sessions that explored the range of issues and concerns about the privatization of the environmental cleanup of more than 500 acres on this base. The result was signed agreements by the negotiating parties. This is the Air Force’s first privatization of the environmental cleanup of a converted base. The project included working closely with numerous citizens and several negotiating parties including the Lowry Redevelopment Authority, the Air Force, EPA, the Colorado Department of Public Health and Environment, and the cities of Aurora and Denver.

Boulder Cultural Master Plan:

Organized and facilitated the work of a 13-person Steering Committee that developed the Arts and Cultural Master Plan for the City of Boulder. The draft is currently undergoing staff review before beginning the City’s formal adoption process.

Catawba Land Claim Settlement:

As Public Participation and Negotiation Specialist, devised and implemented the multi-party negotiation structure and provided ongoing advice regarding land settlement negotiations for the Catawba Nation in South Carolina. This land claim originated under King George III prior to the American Revolution. It was successfully settled and signed into law by President Clinton, Governor Campbell and the Tribe.

E-Star:

Facilitated a series of sessions leading to analysis and recommendations about how to improve energy efficiency in Colorado commercial buildings. Osprey organized and facilitated the meetings as well as the structuring and drafting of the report which was acceptable to a diverse group involved in building, managing and regulating activities in Colorado’s commercial building sector.

Denver Urban Renewal Authority Advisory Committee:

Sole facilitator of the Advisory Committee to the DURA Board which provided review and input to the Board about various downtown development proposals competing for approximately $75 million of City bond proceeds. Through this process several projects were rejected and others were actually constructed, revitalizing both the Downtown and the now-booming Lower Downtown areas.

USGS/NBS Workshops:

Directed national-level workshops to identify new interdisciplinary scientific opportunities stemming from the Congressionally- mandated merger of the U.S. Geological Survey and the National Biological Service. The workshops involved representatives of the agencies, academia and users of the agencies’ products. Workshop findings were provided to, and utilized by, the DOI Assistant Secretary for Water and Science, the USGS and NBS directors, and the USGS/NBS Consolidation Steering Team in their consolidation efforts.
